Leviticus is about the sacrificial system, which is why what happens on the Day of Atonement is so striking—the culminating event on the Day of Atonement isn’t a sacrifice, but a scapegoat.

On the Day of Atonement, the goat that bears Israel’s sins is sent away alive.

This is the concept of the so-called “scapegoat”—the idea that one bears the sins of the many.
